It's just a way for you to write notes to other Scratchers that are trying to read and understand your scripts. It's kind of like sticky notes that you can place in your project. It has no effect on how your project runs.

Actually, it probably shouldn't even be called the Comment Block anymore. In the 1.2 beta, it was it's own block. In the 1.3 beta, Comments are not done with a block, instead they have their own sticky note things that you can drag around your script area. How about the Comment Sticky?

You might be thinking of a different kind of comment: The ones posted on project pages on the website...A users comments can be "blocked" or prevented from appearing on your project page if you add their user name to your ignore list.
The comment block that is being discussed here is a part of the software that you use to create your projects. As Paddle2See says, these used to be blocks, just like the control, motion, and other blocks. They were removed in the current version of Scratch. In the version coming out soon, we have replaced the blocks with another form to allow people to add notes within their scripts to give people additional explanation about their scripts.
Commenting is a common way for programmers to add notes to one another right in their code (scripts). This is helpful when many people share the same code, or many programmers work on a piece of code together. Writing helpful comments is a good practice and helpful to others who might be using your code.
