A dictator is the head of a government in which he or she has sole (or relatively sole) power. The government is referred to as a dictatorship. Occasionally a dictator can be under another name in false pretense.

Yea and verily. It is an official.
Albeit most likely an official via corrupt means, but an official nonetheless.

A dictator is, well, what everyone else says. Often they put themselves in power against the will of the country (i.e. not through voting, often by a coup d'etat, look it up in Wikipedia).
