I think he is saying that the
[blocks]<play sound[ [/blocks]
and
[blocks]<play sound[ ]and waits>[/blocks]
blocks don't make sound, but
[blocks]<play note( )for( )secss>[/blocks]
and
[blocks]<play drum( )for( )secss>[/blocks]
do make sound.

What you should do is right-click the volume icon in the system tray (bottom-right corner of the screen) and select "Open audio properties". Look for the slider named "SW Synth" and crank it to max. This almost always fixes it.
