What's the least appropriate kind of content allowed in Scratch projects?

Anything unsuitable for a very young viewer is not allowed. Pretty much the only thing moderately allowed is blood, and even that is discouraged.

Scratch is used by people of all ages, however, projects should be suitable the younger audience in terms of context.
The Terms of Use explain the basics of what to follow, but to go into a bit more detail on what some people are often unsure about..
Religious/Political views: Projects like this can sometimes be a bit risky, however as long as no one is being offended and the project is being based on true facts it should be ok. Eg:
Good project - A project showing what a famous president did, A project explaining a bit about a religion etc:
Bad project - A project stating why a certain party is bad, A project directly insulting (a) religion etc:
Violence: Projects involving killing are often shaky, the general rule to follow is to keep the violence at a minimum and if blood is being included, don't make it very realistic. A few more examples..
Good project - Zombies are coming at you and you shoot at them to get rid of them, when the zombies are shot a red dot appears and the zombie dies.
Bad project - Zombies are coming at you, etc: When the zombies are shot blood goes everywhere and the graphics are very realistic.
Often if a project contains violence but is somewhat acceptable on Scratch, it will be banned from being shown on the front page no matter how many love-its, views etc: it gets. Also for a bit more on violence you could try reading trough this topic.
Also if you're wondering why your previous project was removed, from the brief explanation you gave, sexual content such as that is not allowed on Scratch again due to the majority of Scratchers being quite young.
