Hey TVflea, the status change from "New Scratcher" to "Scratcher" depends on the activity on the website (both the main site and the forums). Basically, keep active on the forums and the main site, and you're status will change soon enough.
The differences between "New Scratcher" and "Scratcher" are listed here.

in your reply, you said that new scratchers must wait 360 seconds to post a comment while veteran scratchers only wait 60 seconds.i have experience posting comments in less then 6 minutes.did this rule change?

No, that rule should still be in place.
I did see an example of where you tested it out, but the time posts show that they were over ten minutes apart, not under six minutes.

You see, comments are different than forum posts. Comments you can post every second. (as long as they're not too similar). Forum posts you have a SSR, or a SHSR (60 second rule or 600 second rule).

You definitely don't need to be on the front page to earn New Scratcher Status.
There isn't really a set number of posts/comments/projects needed to turn into a New Scratcher, some turn from New Scratcher into Scratcher quickly with just a few projects and comments, for others it takes longer.
Oh, and you already now have Scratcher status. Congrats.

It's not just forum activity, it's also main site activity.

I was never on the front page and I have only 16 projects each having under 35 views.I'm not very active on the main site but I'm a veteran scratcher. I think that it is time, not activity, but it might be both, too.you might need to wait until enough time passes and the scratch team records your activity and you are eligible to become a veteran scratcher.

just to make you ask
well actually, new scratchers(like yourself)are new and don't know what to do.you wouldn't belief how many topics created by new scratchers are about how they can't post in miscellaneous.(the reason is because it would get too random)
another reason is spam.new scratchers are more likely to spam because they either don't know they are doing it,they know they are doing it but they don't have experience on how annoying it is, or they are 5 years old and spamming is all they can do.

It most likely has to do with a difference in activity. Both activity on the main site (like posting projects, commenting on other people's work, etc.) and forum activity (like posting helpful and friendly comments) are taken into consideration.
