While I agree with both of you, GIMP has one advantage over Paint.NET (which I use): Animated GIF's. They look quite pitiful coming out of PDN.
I prefer PDN because of it's easy to use interface, and easily expandable effects, meaning, I have over 75 extensions. Also, it has a great support/tutorial forum.

Oh! I use gimp!
Except, all I do is make terrible pictures and whatnot. I need to use more tutorials...so I won't post a thing I made right now.
