EDIT: Okay, I realize my response was a wee bit underdeveloped. There are lots of programming languages having been made in Scratch; you may want to take a look at Harakou's Turtle Graphics 1.0 or Archmage's Scratch Jr.

This one is still in development, and it's powerful enough to run an OS: Skip 1.9 this is NOT the most recent version, but it is the best documented. I'm working on Skip 2.5 now!

Yes, there are many off Scratch "Programming Languages". A gallery dedicated to it: http://scratch.mit.edu/galleries/view/40881. I've had fun making those, I happened to have made around 3-5 of them. But KoolCode was started by another user, but s/he never finished it, so I decided to and it came out pretty well, probably the best one I've made.

In addition to what others have posted, I recommend checking out the Prism team's Web Wizard project, which uses their SWC (Scratch Web Code) language. It's one of the most impressive, albeit slow, things I've seen on Scratch.
