Yeah, there's users who don't make projects as kimmy123 said; instead, they comment or use the account as a second account for their main one.

And some of them are commercial spammers tongue

But that does seem very odd - I'd expect more users to have uploaded projects than that. hmm

Maybe some users are those that needed an account to download projects? I originally started off Scratch with only the intent of downloading projects to see how they worked. hmm
