I sent them a "Contact Us" message, and I got back:

"It's just our old test server, where we'd test out bug fixes and the like before releasing them to the public. Some people where messing around on it a while ago, so we had to lock it down.

I know, kinda boring. It'd be cooler if it was some kind of secret lab or something.

I suppose that clears it up. But then again, there are two other sites as well, maybe www.dev.scratch.mit.edu is a backup site, and gamma.dev.scratch.mit.edu is the backup gamma site. There was once a message saying to use the dev server instead, so that would make sense.

It states you need authorization, so the Scratch team most likely blocked the server with a password lock type of thing.
