If it's close to 10MB, it'll fail to upload - make sure your project is as low a file size as possible - within reason, of course. The point being, if it's 9.9MB, it won't upload, so keep it pretty far from 10MB.

Do you have music? If so, it's probably adding a lot of file space. Go to Edit, "compress sounds" and then set it to low.
