To generate a good topograph,
filters > render > clouds > solid noise
when you have your solid noise map, draw a tiny tiny tiny (1 pixel) black dot in the corner of your image. Grab the "select by color" tool, click the dot (zoom in), and zoom out to see what area is selected.
If you want more WATER (selected area), set the tool's "threshold" to a higher number. Click the dot again, and zoom out. Repeat this until your desired water area is selected.
Go to:
color > colorize
set the color to a blue, and darken it slightly.
now do this:
select > invert
now your land is selected, go to colorize again, and set it to green.
select > none
NOW FOR THE 3D
filters > map > bumpmap
set "Azimuth" to 90
play around with the other sliders until you like the result!
