GIMP is an image editor/creator much like Photoshop.

You do not actually need GIMP, although it does provide better results. If you don't want to download anything, just search 'create animated GIF' on google, and you will find one that doesn't need a download, and instead you just upload pictures directly to it to be animated.

Ok. I have found the perfect GIF maker. Find a short video of anything you want. Download the Snipping Tool (Program to take a "snip" or picture of anything you highlight then save) and pin it to your taskbar. Play the Video of your choice and pause it then snip and save, pause then snip and save, pause then snip and save, so on until you have your small video. Then type in in your web address thingy: http://www.makeagif.com/ . There will be 12 boxes with "Browse..." next to each. Click browse and select the pictures. After that, I highly suggest clicking the circle next to yes in front of "Loop gif animation". Choose your speed, then yes for "Resize for AIM buddy icon". Lastly, unless you have an account here, I suggest saying "no" to "Show in Gallery" and click "Create GIF. Don't click on anything while this is loading. OK, click on your Gif and you'll go to another screen. Right click on your Gif and click "Save Picture As..." But don't worry, it is not only a picture. Make sure you save it as a Gif and where you can remember it. Then, go to "My Stuff" back on Scratch.com. Click on change picture then browse. This is why I told you to remember where you save your Gif. Choose it then press "OK". Your icon will now move. Hope this helped. Leave another forum thing if you need help.

There's nothing wrong with your way, except that some people hate reading walls of text, and/or cannot download.
