To answer your question, your translation of "of evil" is wrong. You can use the adjective "malvado" or in a more informal way, "malo". Ex: "Era un hombre muy malvado" could be "He was a very evil man".

Come to think of it, I have heard that phrase before...you may be right. Try googling "bajar por el rio" in Spanish and see if anything relevant comes up.
