How would I...

Make a help screen?
I was thinking about that, I want help screens for the new blocks in my mod.
I'm using the source code, if that helps.

I'd imagine you'd go to to Scratch-UI-Dialogs, then HelpDialog. But I don't know for sure.

Put them in the help folder in the Scratch directory. I don't know where exactly it is but it should be obvious.

It is in your Scratch folder most likely here: C:\Program Files\Scratch. Your help folder is most likely here: C:\Program Files\Scratch\Help\en.

I believe someone even posted a very nice tutorial a while back.
To save you looking for it, remember the block's selector is used to identify the right help screen but all : are replaced with _
