Scratch

I doubt it's appropriate for scratch. There are other ways of advertising: Putting it as your signature, posting links on your projects, adding useful tags. etc.

If you used $ you made up that would be okay, but I don't think real $ would.

All in all, this is an 'educational' site... I'm sure the Scratch Team doesn't want the parents to see their kids doing this kind of stuff...

I'm pretty sure that the forums team doesn't want people transferring bank account information over their site. Because there is no way to send messages privately, even if your offer is legit (don't feel offended, but anytime people offer money online for almost nothing, you need to be suspicious), people couldn't post their account information without everyone else on the site getting it too.

It is possible to advertise projects without paying money. You could ask people    , or you could spend money and risk getting caught by scratch, just to advertise a project. 

I dont know why you would pay money for advertising when your not getting money back.
