Seriously, use the report feature when you see this behavior. The scratch team cannot fix what it doesn't know, and they can't read every topic. Reporting is great.

Communities grow and change, and Scratch is no exception. Three years ago it was bully free, but that's mostly because it had such a small user base. These days there are so many members that some of them are bound to be rude or unfriendly. Unfortunately the best thing to do about bullies is simply to report them.
I'm moving this topic to All About Scratch. It has no place in a forum intended to be welcoming to new members.

This is pretty agreeable. It's just, Scratch seems to move slower with tons of people around than it does when there are five people to watch over so there can be more of other stuff they can do, like working on Scratch. I've pretty much left the main site with all the projects, all there is, are projects that have less meaning to them than when they were made three years back, nearly every project had around 10 sprite with 5 scripts in each, and they did things that people were amazed of. I've been thinking that we should make another site that dedicates itself to three years ago, maybe just a forum will do. If anyone is up to doing something like that, that would be quite exciting.

That's very right, every community I've been on tend to be nicer when it's young. As time passes the community grows and changes. And like in every community, bad people might come, all we can do is let them and the Scratch Team know that they're doing wrong.

Report the bullies. That's my advice for you.
