The Scratch team decided to limit the beta test group for the 1.3 release. You will need to contact them and request to be added to the beta test group. You may not want to bother...the actual release is supposed to be really soon. Unless it's been delayed?

Nope...not delayed, v 1.3 should be coming out soon!
