I think it means that the person is agreeing with the person they quoted.

It means they agree and are too lazy/are too idiotic and or sheep-like to include their own thoughts
Or if its someone quoting themself without adding anything then they're just reposting it to get their post more attention
Either way I absolutely hate when people do it

Heh, lol. So anyway, they do it to show they agree with the person, it can also be done by saying +1 or +2 and so on, depending how many people did that already. At least, that's what I think. xD
