I had an MP3 file, but it wasn't compatible with scratch, so i wanted to change it to an MPEG file. How do i do so?

First, you'll need to download Audacity. Once you've done that, it's easy:
1. Open the sound using Audacity.
2. Go to the file menu, and select "Export..."
3. In the drop-down menu, select WAV.
4. Select a location and press Save. You can now import it into Scratch!

I figured out how to import the MP3 and do all of that stuff, but now i need help converting MIDIs, if anyone knows. If not thats fine.

So what do you want to do now?
If you want to import a .mp3 file into Scratch, convert it into a .wav first. You can use Zamzar for conversion.

That's more difficult, but take a look at this: http://www.wikihow.com/Make-an-MP3-or-W … g-Audacity
Basically, you can't convert it directly from a MIDI, but you can use Audacity's built-in recording feature to record the MIDI playing (you don't need a microphone!) and save it as a WAV for Scratch!
