Is this new?
I just got a message saying : "Congratulations! Your project Oh! The Places You'll Go!...STAR WARS! was remixed. Check out the remix." I've had projects remixed before and never recieved this message i think). Is it new?

Sort of new, more like "reused". It was a fairly old feature that was removed, and it looks like the Scratch Team is putting it back in.

Seems like a nice feature. Maybe they could add a feature which stops the server from notifying you if you don't want to be notified like they do for projects and galleries. In my case (Which happened before this was reactivated) someone remixed my Pocket God Scratch project 14 times. Now for me if I get a whole bunch of messages that look the same I treat it as spam and delete it all. Then I go (if I feel like it) to the project/gallery/user.
My site Find someone post count. Click posts under username. Find number of pages. Times that by 40 for min and 60 for max and you have a rough estimate of post count.

I don't know if it's because I post an awful lot, maybe they check peoples PPD and send the message to all people who post a lot, as if you post as much as I do, there's a better chance that you're a spammer.

Yeah there were a lot of changes to Scratch before you registered here:
- Text-Based games were originally part of the Scratch forums before they were moved to it's own site
- Miscellaneous, Project Ideas, Collaborations, and Requests all used to be one forum section call 'Inspiration and More'.
- Scratch didn't have the function to allow messaging to be done directly on the messaging center - you would have to go to the project page to reply back.
- The curator channel was not original to the front page design.
There's a bunch more, but I'm lazy to enumerate them all.
