I personally remember back in 2009 where i didn't use this account, and i got really annoyed that I had to sign up to download...
Why do we need to sign up anyway? Can't that be simply removed? It would allow:
1. anonymous downloading (can't hurt us, i think)
2. those who were blocked/banned from making accounts to at least be able to use scratch (i question this though)
3. the ability to use scratch at a school or other location where you can't sign up for anything.
Can you consider this? It would make accessing Scratch a lot easier.

I think it's so Scratch can tell how many people downloaded a project. But it is a bit unnecessary to restrict downloading to registered people...

Oh wait - are we talking about downloading projects or the Scratch program?

It's downloading projects. I just logged out and tried to download something and the pop-up I got said "Please login"
I definitely support this. You don't necessarily have to have an account to be able to create Scratch projects, so the same should go for being able to download.

support this would be nice

Listen to kimmy
If you add /download at the end of the project, it gets downloaded even when you are not logged in, and the project gets no views
I use it all the time

Although people who don't have accounts and wouldn't be able to download probably wouldn't know about that shortcut.
