If you're talking about an un-interactive animation:

On another thread I wrote:

To animate, you need to make several costumes that are similar, but gradually change to simulate motion.   I suggest drawing a starting frame of how it looks at the beginning, copying it, then changing parts that are supposed to move little by little.  Repeat until the ending frame.  Remember, the more gradual it is, the smoother the animation will be but the more frames it will take.  The less gradual, it will take less frames but be less smooth, so try to find a good medium.
