Oooh, coolie, you used a quote from me for that section!
If you don't mind, could you add a little snippet that the Scratch Team implemented to rule not because they feel those under 14 are immature? I keep seeing this mistake everywhere and I find myself having to repeat the same thing over and over again: the Scratch Team does feel that there are users under 14 years of age who are mature and can become moderators, but they do not feel comfortable with younger users taking on the burden of moderatorship.

I didn't think there was an age limit for community moderator. Isn't Illusionist 12 years old?
He is. Dazachi is also under 14 years of age.
The rule is rather new and just recently implemented. illusionist and Dazachi will eventually be let go as moderators, at least until they become older.

4. The 60 Second Rule
If you post something, wait less than a minute, and try and post another post (now that sounds weird!), you'll be told that you have to wait more than a minute.
The point of this is to stop spam. Spammers may try to post "SPAM TIME!" repeatedly to annoy everyone (until the posts are deleted and they are banned), but they'll get really frustrated when they can't just skid along and place a post every twenty seconds.
The people who bring up this suggestion are those who use the Text-Based-Games section a lot (it's addicting). Sure, it'd be convenient to those people, but this is the type of wish that would hit the top of a spammer's Christmas Wish List. The place would be full of spam in no time at all.
Something similar to this is the 50 Post Rule. To get a signature, you have to reach 50 posts before you can activate it... but that doesn't crop up much now, so it doesn't need to be mentioned.

But why longer (600 seconds ) for the TBG forum?

It's 360 seconds here, and should be for the TBG forum, but the Scratch Team always forget to update things there until people remind them >_<

Well, what else would the name for the ranking be?

This is a very old rule...

scratch 2.0 should have tutorials on how to make 3d games and all that

Technically, 3D IS possible in Scratch, just REALLY difficult. You'd need a whole bunch of costumes and variables for all the effects. That's how computers REALLY make 3D! Oh, and I have StarLogo TNG, it's similar to Scratch, only you can't make your own objects, you must use the preloaded ones...

Currently "You can right-click (Mac: Ctrl+click) on a list monitor to export a list to a plain .txt file. You can also import any saved plain .txt files with values on separate lines." (copied from Scratch 1.4 Reference Guide)
