My sister's sig showed up!

Signatures are now available to users that have been on the forums for at least 15 days - it's not the 50 post rule anymore.

She first visited the forums on the 9th (the registration date shown on posts is actually the date of the user's first forum visit) - it's been more than fifteen days since then.
