Yeah, that's the same thing that happened to me. When I was posting a topic it told me I had to wait 600 seconds, but when I was just replying to one it only had 60 seconds.  hmm

Set the page to compatibility view if your on IE, if your on FireFox, I think you should just alert the scratch team.
