Scratch

A link or compilation of some projects that give demos of a certain function, perhaps, or a link to certain users who you can get help from. I'd also recommend putting it on the top of the index page so it doesn't confuse people. Or there could be a page on top of every forum that details what the specific forum is for.

Like maybe above announcements? Or have a new place (like the language forums) where it can easily be noticed?

There should be a full forum for it. Then new users can post threads saying "Hi I'm new" and stuff like that. And just below the announcements forum would be a good place for it.

I was thinking about a whole forum called maybe the "New Users" forum. Then the new users could read he welcome thread and post their own threads telling people they've joined.

Hey - great idea!  I've got several links to various forum threads, galleries, and projects that are helpful for first timers...I'll pull them together and start something to welcome our new Scratchers
