Actually, I find that GIMP is better for large-scale image manipulation (as well as GIF's), but Paint.NET is way better for spriting. Both are free, but to run Paint.NET you need Windows.

It's the GNU image manipulation program, so yeah, it's open source. I love Gimp. I tried Photoshop once and it made no sense. I don't understand blender, but I'm good with Rhino, so I could figure it out if I wanted to.

This. Blender is used for 3-Dimensional rendering, while GIMP is an advanced Paint program with lots of features. I'm not sure you cna really compare them.
