As in one user having 2 accounts

Yes, if it's like a test account or something like that. The only time I can really think of when it wouldn't be good is if you make another account and then use that one to flame people, because then your original account might get banned along with the extra account.

Extra accounts are for when you get banned, you can still go on scratch. they are called "backups" thank you.

If you're banned, you shouldn't be doing that. It's called bypassing

To put it simply: It's fine to use multiple accounts, as long as you're not using them to abuse Scratch.
