Beh, I think a fair way to think of it is that cartoon logic seems to exaggerate certain things while damping down on others (notice that cartoons seem to otherwise eliminate seriousness when it comes to situations in real life).
For example: in cartoons, if a character sits on something spiky (like a cactus), the character would react and jump ridiculously high and the character would be mildly hurt, although not seriously. In real life, if you sit on a cactus, you'd probably jump up, too, but obviously not as high and I guess you'd bleed a little bit from the incident.
EDIT: I have no reason why I thought about someone sitting on a cactus.
