Both very good programs, I had heard of Stencyl but not Flixel. However, I am after more of a full development package that provides you with a completely blank Flash file where you can animate and develop games and programs and code in ActionScript. Something much more like Adobe Flash CS4.

I googled them, downloaded them, and tried them. I know what they can do. Maybe I wasn't clear when I was explaining what I wanted, but I want a fully-featured, powerful editor with a COMPLETELY blank starting point. Like Flash CS4. Anyway, why are you always so aggressive towards me?

There's no such thing. Believe me, I've looked. However, if you're a student you can get Flash Builder 4, the AS3 development environment, for free.

There is no free adobe flash tool that lets you animate and code. You can use flash develop and the Flixel framework (a bunch of files that give new commands and stuff) to make flash games. Here is a starting tutorial http://www.creativeapplications.net/fla … als-games/
