What do you mean, like an avatar? Any type of image file will work.
But you already have your own avatar, so that's probably not it... could you be more specific?

I found this site, which can convert any PNG file to ICO. Is that what you're looking for?
I'm taking a break from Scratch until 2.0 comes out. Any messages sent between then and now probably won't be read - sorry.

I tried the site and it's fine, but if you're not convinced I think your only other option is Photoshop, sorry. 
Edit: Actually, you can get a plugin for Paint.NET here (scroll down to the second-last question). Paint.NET is 100% free (and not a scam), so that's your best bet.
