Not sure if this is what you are asking - but...
If you want to edit the title of a project, just mouse over the title name and click - this should allow you to edit the title and rename it...

He's asking about changing a project without deleting it and posting a new one.
Just make your changes and repost it under the exact same name.

As many people already said on this topic, it is possible to "change" a project when it's uploaded, so you can keep your views, love-its
Let's do it with an example:
>I have a project uploaded named "Race Game 1".
It has many bugs, and I have a changed version at my computer. Almost all the bugs are removed - I want my "Race Game 1" to be replaced with "Race Game 2". But I don't want to remove all of my love-its, views and favorites...
> Open your changed version in Scratch, and click "Share". Fill in username and password, and your title. Your title has to be exactly the title of the project you want to change online. In this example, "Race Game 1". The notes and tags are better kept empty - the old ones will be used.
> When finished, visit your project online, (you have to be logged in) and click the title. First, it will have a yellow border, and when you click it, you will be able to type the new title. In this example, i will replace the title "Race Game 1" with "Race Game 2"
