Hey- That's great that you are working on your art skills!  I practiced art for many years before turning my attention towards design and technology.  One thing you could do is look at others projects whose art you admire and ask the creators questions about how they made them.  Some great projects also show you how to create art in the Scratch Paint Editor...here are a few to check out:
