Not every country has fall or winter holidays. For example, in the Philippines, there is only a dry and rainy season.
My guess is that the Scratch Team wants to emphasize that Scratchers are of many different backgrounds, hence why sometimes there will be occasions where some holidays are celebrated. I don't believe this is meant to exclude anybody, rather, I think it's more of a means to educate Scratchers about different holidays that everyone celebrates, encouraging inclusive diversity.
To take the case of Halloween - a Scratcher who traditionally doesn't celebrate Halloween can learn more about the idea behind Halloween by looking at the projects that are designed to celebrate that holiday. Some may even want to try and celebrate it themselves (and it's quite very easy to get into).
Another example would be when the Scratch Logo changed to celebrate Mexican Independence day; along with dancingqueen's related project, I believe the move was intended to teach others about the holiday.
I think were pretty lucky to have a case where the Scratch community can have the opportunity to share and celebrate different holidays - what a bland community it would be if we didn't celebrate this diversity. ^^

my point is that for reasons (relgious, ethical, personal choice, ect.) not everyone celebrates every if not most or all holidays. because they don't celebrate a holiday, they won't/ can't make a project for it and so the theme could exclude some scratchers. granted it may be a small number but they are still a part of the scratch community.

For Spring it would include flower type projects and spring holidays. And when the wet season starts there could be a wet season theme with projects about rain and other wet-y things i guess

Technically, fall occurs on only half the globe - it would exclude those celebrating spring in the southern hemisphere, so, even a fall theme would still exclude some Scratchers.
But really, even if those Scratchers cannot make a project, I've said before that they can learn more about the holiday from looking at the projects made for it.

That is certainly their choice if they don't want to celebrate it - I've seen holidays celebrated elsewhere where I did not like what was going on.
But just because a group group of Scratchers do not agree with celebrating a certain holiday doesn't mean that we should prevent other Scratchers from celebrating it on Scratch (Imagine how terrible it would be if Scratchers wanted to celebrate a certain holiday and the Scratch Team said "no" to it just because other Scratchers didn't celebrate it).
