Just kidding. I completely understand and respect the Scratch team's decision (although, I do personally think it should be lowered to 12). However, it does lessen younger Scratch members ability to help the Scratch community.
My solution: create a position that the Scratch team will feel more comfortable allowing children 13 and under to do.
Basically, it will be a community moderator, but with limits.
The limits are:
-They can edit posts, but not delete them.
-They can close topics, but not reopen them.
-When a moderator flags a project, it is cannot be seen, until a Scratch member reviews it. This will not be true with Junior Moderators.
-They cannot sticky threads.
-They can move threads to different sections, but not posts do different threads.
This way, the 14+ people can take care of the extreme stuff, but those under 14 can also play in active role in the site.
The guidelines will be the same, minus the 14 year limit. Although, I would suggest they get parents permission by E-Mail, instead of making confirmation phone calls.
So, what do you think? Any suggestions on new limits?

The problem is, spam and bad posts that possibly contain content unsuitable for kids under 13 (or kids of any age, 9 - 99) will still be reported, and the "Junior Moderator" will still see the reported content. I think that the current moderator guidelines are completely fair as they are.

The Scratch Team didn't want younger people viewing the horrible stuff that moderators have to edit - part of the reason why the age limit is at 14.
Why create another moderator rank though? Aren't Community Moderators enough?

My thoughts exactly. The Scratch team doesn't want them seeing the scarring stuff, so having "Junior Moderators" with limited power really wouldn't solve anything.

(and i understand if this would get too complicated-or be abused in some way) there were two divisions of moderators? 14+ and 14-. when reporting something, the reporter could check a box if they think it should be handeled by an older mod. younger mods would handle stuff like people being mean/flames/ect. normal stuff. and the... more maturity needed reports would be handled by 14+. the reports that get checked wouldn't show up... wherever the mods get alerted.

The problem is that the forum system cannot be set up that way - basically there's no way to prevent a younger age moderator from seeing reported content. Hence why the Scratch Team does not like the age limit, but was the best solution regarding the forum restrictions and the content that moderators have to face on a daily basis.

Well, it depends which you want, really good forums but some people don't get to be mods, or not very good forums, where everybody can be a mod. You're choosing the 2nd one but that wouldn't do much good because only a few more people would get the junior mod status. So it would be much better for those 5/6 people, but slightly worse (possibly) for the others. And there are some err *inapropriate* posts which younger users (like myself) wouldn't want to see. Good idea though!
