Hm... Interesting thoughts! Generally when somebody is banned for things other than trolling and commercial spamming, we ask the user to contact the Scratch Team about it, so in a way your suggestion is already being done. 

Additionally, a lot of discussion goes about in the Mod forum about banning users, and it isn't a task that's taken lightly. Even community moderators aren't allowed to do it without the Scratch Team's approval.

Furthermore, the "courtroom" looks a little bit public to me, and generally we like to keep things concerning the state of the user's account private. Things like whether they're banned, IPs, etc, are all for the user to release, not the Scratch Team.

I'm a bit confused about the 2nd paragraph. 

We don't ban users without sufficient evidence to do so, essentially. The Moderators discuss it (in our Moderator forum) a LOT before actually doing anything.

That's one major issue: time. The other is that we wouldn't want to shame / embarrass anyone publicly. That's why we don't make it clear that someone has been blocked, or make the warnings / notification sent to their account visible to everyone.

But this has some problems: A lot of the time, we get reports about accounts that were used to do mean stuff, but are already banned. We can't even write back to say that we blocked them. So a lot of Scratchers seem to think we don't care / do anything, when actually do do a lot. So I'd like to find a way to be more transparent too, but it's not an easy problem. I'm glad to see this thread though - we'd love to hear more ideas about this kind of thing.

i forgot to add that it would not all have to be at the same time, but everyone would post when they were there.  if the accused was not there for a certain length of time (2 days?), s/he would receive an email.  after that s/he would be banned if they did not show up.

Umm... It's not my idea...
