New design for cars I designed.

Okay, it's kinda simple, but for, say, a water powered go-kart, it'll work.

So there is a water tank in place of the fuel tank, and there isn't really an engine.
A pipe runs out of the tank.
When you press the gas, it makes the water circulate.
When you press the brakes, the water flow stops.
Another pipe on the other side of the little container under the gear for the wheel picks up the water and runs it into a filter where it's filtered and goes out the pipe on the other side of the tank.

EDIT: Very basic, could be built with a coffee filter, a gallon of milk's can, and maybe a Go-Cart and some PVC pipe. You would also need a syringe.

No engine/motor? Then it can't go. Well water isn't going to be any useful unless your heating it up to boiling point in which case you should of just used that energy to power the engine unless that energy was in a solid state (eg. Coal) in which you would use the steam from the water. So what I'm getting at here is that when the water moves it pushes something that then turns the wheels. This won't work because water doesn't just move on it's own. The accerator will need to be attached to a manual pump it resemble anything like what you have just mentioned. In such a case your foot will be pumping the water around and slowly turning the wheels and walking would be easier. Not trying to be mean but it won't work with just water and no external energy source. You could drop it out of a plane. Then you will have the fastest go-cart (for a while).

I don't see how it's going to work. You will need a massive vacuum to get just a meter and you'll need to revacuum after that amazing meter. If vacuums were strong there wouldn't be any air on Earth.

The pump is the gas. I didn't include that in the diagram.
There's a little flat thing that presses down and stops the water when you hit the brakes.
