Hm… I think we would prefer you keep the mini-modding to a minimum. I think it would be best if you simply report anything you feel is inappropriate.

They can and already do.  The Scratchers who aren't mods still report content against the TOU, advise others to stay on the right path, and for the most part contribute to the community.  Just without a fancy title.  smile

Mini-modding presents two issues:
1) The mini-mod may be wrong and can confuse members. 
2) The mini-mod may be unnecessarily too harsh in the situation.

I don't think I need to explain how problematic these issues are, especially when it comes with mini-modding towards new members, younger users, and those who are new to the forum community experience. For this reason, it's best if mini-modding be kept to a minimum, or, even better, have troublesome issues reported so the Scratch Team and Community Moderators can take care of it.  smile

Let me make an analogy to real life here; this sounds like a meter maid. Somebody who pretends to be an authority person, makes people angry with idle threats and tickets, but in fact has no actual authority. Someone who only causes anger and chaos within a community, and doesn't get anything done. But you shouldn't call yourself a "mini-mod". What you can do (and should do) is exactly what Kiley said.

That sounds more like an analogy to some stupid cartoon/movie stereotyped version of a meter maid

It's true - we've had a lot of problems in the past as a result of well intentioned Scratchers creating organizations to "police" scratch. Unfortunately, the anti-bullies often end up doing as much bullying as the bullies themselves. That's one reason why we discourage these kinds of organizations....

We appreciate your concern for the community though - but it'd be better to find another way to express it. What about helping new members get started with Scratch? Or making tutorials?  Or making projects to explain different points of view on copying / remixing? Or introducing new members to the community? There's a lot of need for that kind of thing....
