yep it's possible. just get a flash card and script a pokemon game onto it or get the chip out of a pokemon DS or GAMEBOY game. put it in your computer. and then reprogram it.

@animecreatorartist it's hacking if you use the "brak the cartridge and reprogram it" idea. which is illegal. i've never done it but some youtube people did. the flash card is NOT illegal but it's harder to do.

Yes, but it's illegal. First, get a Rom, hack it using the multitude of programs, and then load it onto a sd card and play it with a flash cart. You can also just use it with an emulator on the computer.

Now, designing and making one are two different things.
But of course it's possible to make one as well. You just need a few programs, a good idea, and some scripting knowledge
