I think that in scratch that the great projects shouldn't go unnoticed. I've seen a bunch of users that have great projects, but nobody has ever seen them. I would add an "Interesting Projects" section to the front page. Every so often a user would volunteer to find projects or users who have great projects that show a lot of effort that don't have many views and post it on the front page. The scratch team would make sure that the projects fit the standards and aren't just people getting their friends project on the front page.

This is sort of what the Featured column is supposed to contain- you just need to recommend the project on this topic: http://scratch.mit.edu/forums/viewtopic.php?id=17464
This is a growing problem on the website, but sometimes this can happen with a growing community.

No, What I was thinking of was for users that show extremely hard work on a project, but don't get a lot of views, like Jasmidge's project, Dogtopia. Link to it in my magazine. The post you gave me a link to is for favorite projects. What I have in mind is similar to that, though.

That's pretty much what the "Curator" section of the front page does. A user gets chosen every two weeks to feature projects on the front page. They're free to feature whichever projects they'd like - and they get really good exposure, too. Go check it out if you haven't already, and if you wish, there's a thread in the "Announcements" forum where you can apply to be a curator.

That's the point of featured and curated projects - so good, lesser known users can get recognized.
