I've heard this mentioned many times: a USERS ONLINE page. Does one exist and how do you get there (link, please)?

There's one for the Forums. It's at the bottom of the page. But if you're talking about the Scratch site, then they are probably talking about the "Recent Visitors" section on the home page, under "Scratchers' Wiki" and above "Newest Members".
