The Scratch Team and the Scratch moderators did have discussion about this. Strong cuss words are obviously not allowed, but when it comes to other euphemisms intended to replace cussing, then it becomes more of a hassle as to what is and isn't allowed on the website (largely because users here grew up in different communities with different upbringings) - for example, there was once a point where "sucks" (like in "this project sucks") was debated as to whether or not it was considered to be inappropriate for the community (whenever that word is used now is examined on a case-by-case basis).
Obviously, almost any set of words and phrases can be abused to convey an unfriendly and/or disrespectful meaning - and for the most part, stuff like that is not allowed on the website. A fair rule of thumb when posting is to keep it respectful in tone.
This probably might not be the answer you are looking for. I sent over the question to the Scratch Team, hopefully they can better clarify the issue about swearing better than I can. ^^;
