Because in his movies/TV show he was the most tough, unbeatable guy ever. So people started the joke he was like that in real life.

chuck norris is awesome... period
he was in "dodgeball" by making the awesome final judgement of a sort of penalty duel
he was in multiple of his own movies and was always some crazy kung fu/fighter guy who beat up tons of guys (the best way to describe is inappropriate for scratch, but I'll just say it begins with bad)
I myself made a techno song with a vocal sample of someone saying chuck norris http://www.newgrounds.com/audio/listen/316305
I would post some chuck norris jokes, but a lot of them are inappropriate
if you don't know how chuck norris is awesome/funny then just ignore it's existence
