You mean like an application, or a batch file?
For application, its pretty much the same as how you open a file in CMD, but you need to know which directory the app is in.
For a batch file, just open it like a regular file.

That doesn't help me in anyway at all. How do I open a application in CMD?

Go to the app's directory, then type the app name.

An exe file? Just type the location. C:\"FilePath"\"Filename".exe
