I just found a post by andresmh, and you see for yourself

Good question. This forum is about things that can inspire people to create future Scratch projects even if they are not 100% related to Scratch. Some topics will be closed if they become chat rooms or to chaotic. The goal is to keep the rest of the forums free of unrelated threads.
GET IT? This forum isn't for pointless twitter updates!

Anything can inspire. For example, a poll somewhere along the lines of
Do you like pie?
Yes: 3
No: 1
May inspire you to make a project about pie.

Whoa. That actually inspired me for an idea for my next project, Achievement Time.
I could make an achievement about PIE!
Thanks for that pointless idea, Aidan!

Nice, Mr. Tomato head.
I try not to tweet here, unless it's about me being computer-deprived.
Curse you, Dad, with your 'net stealing skills D:<

That was the intention... But really, anything can inspire.
Before Miscellaneous was created, bajillions of threads showed up in Show and tell ("What country do you live in?" "My dog died..." etc) and were really clogging up the whole forum system. So Miscellaneous was created to clean things up a bit.
Perhaps the idea of Miscellaneous came from this suggestion of mine... Particularly, that may be why the forums are situated beyond even the Language forums (scroll down a bit for one of Bluestributes's later posts).

The how about we force everyone who's makes a Twitter-esque spam topic to explain exactly what kind of projects it can inspire or else their topic will be deleted?

That post from Andrés was about the Inspiration and More forum - it's sort of different to Miscellaneous.

i hate you for that.
Well, I'm sorry! Why?
Because that is the thing that admins tell us NOT to do.

Chat? I'm not even saying that's what Misc was intended for. I'm saying that is what it is used for. I don't think it's necessarily a bad thing, either.
EDIT: I went back and read the "no TBG's" sticky and I see where you're coming from. There's a difference between an actual chatroom and Miscellaneous, because people pretty much stay on topic here. What I'm saying is that Misc is a place for people to have conversations (chat!) that was pretty much reserved for this purpose. Why is everyone so uptight about the word "chat"? To me it just means having a conversation.

Um...well I'm using my polls on epic places to fall over, etc. for ideas in a game. It's an animation of someone failing in a failish way.

"Polls" are rarely (but sometimes are) started to inspire projects. There usually made as a way to occupy bored scratchers with reading amusing life story's of other users.
