The app has never officially been denied from the App Store... It's just in some strange app limbo. Google Voice has been in it for well over a year, but now...
Apple has changed their agreement yet again!

YAY! I think it would be cool to have an app that allowed the touch to interact with a project online (not on the iPod) while your iPod is connected to the computer. Sort of like those WeDoo board things or whatever they are called

What about Android?
Google are making the Android App Inventor, which uses Blocks like Scratch does, and it even mentions Scratch and links to this site.
Also, I have the iPhone app stored on my 8GB 2nd Gen iPod touch. But I can't send it to you because Apple puts your e-mail of your Apple ID/AOL account on the .ipa file.

Apparently the issue was not the code interpreter, it was that downloading projects is against the TOU.

If someone made a fully-functional Scratch for iPad, that wouldn't be a problem since iTunes now has file sharing features.
