Two words -- automatic updating.
If there was an update to the program, the next time you open Scratch, it would ask you if you wanted to update it to the next version.

I don't remember the Scratch Team saying anything like that... There have been occasional upgrades of the like up until now, but Scratch has only gone up to *.*.1 before. I think they'll keep the same trend for 2.0, no?

Well it's made in flash, so for the online player, it would be pretty easy to update it often.
