Yes, I'm new to Scratch, and there might be an Offtopic Forum here somewhere. BUT!!! In the case that there isn't, I'd like one.
My orgins come from the B.Net Forums; they have an Offtopic Forum (Flood). So naturaly I'd go there if I wanted to discuss about stupid stuff. I can't do that here. I'd be very nice to have one.
I like the random, weird topics; give a nice breath of air from the standered post.
So, forum... What do you think?

Yes. You can post in misc once you become a Scratcher, like us.
<----- Look under my username.
The n look under yours. You become a Scratcher once you've spent enough time on the forums, etc.
Nice username, btw.

There's already an off-topic forum - it's called Miscellaneous. Yes, I know that the forum description is "Use this forum if you are not certain if the topic is directly related to Scratch", but that's really a lie - you can chat about almost anything in there (no matter the relevance to Scratch), provided it doesn't go against the Miscellaneous rules (look in the stickies).
You'll have to wait until you get to Scratcher (instead of New Scratcher) - only Scratchers can post there.

No, you shouldn't be able to use miscellaneous like that if there are rules in play to stop that from happening. Where are the moderators? Stopping that stuff is part of their job.

There are plenty of moderators and they clean up the Misc. forum very well.

Um, the Miscellaneous forum is an offtopic forum. Look, this is the Suggestion Forum. I don't go to the Suggestion Forum to ask people why chicks like guys; I go to an offtopic forum.
Where are the mods you ask? Modding.

"Use this forum if you are not certain if the topic is directly related to Scratch. "
It's not an off topic forum. It's miscellaneous. That means where it fits nowhere else, it goes in here. That does not mean it is a spam forum. This is a programming forum for 10 year olds, you shouldn't be asking that either way. They're modding? Haha. If they really were, they would delete the miscellanous forum, or at least every single not Scratch related topic. There's a lot of them, in fact they make up a vast majority. An off topic forum is a bad idea. I do not support it. I do however, support the deletion and restructuring of that other forum though.

Me no, but thanks.
But it's kinda stupid that newbies to Scratch can't post there. Now looking what people said, it's a pure Offtopic Forum. I'd like a pure one(if you will.)

That would mean I could post a log of how fast my moustache grows over the course of the week in misc. Let's try that out and see what happens

Well, it's mostly to prevent spam. (As you can probably tell, Misc is a bit harder to moderate than the rest of the forums, simply because of the amount of traffic it gets.)

A group of users wanted to shut down Misc too, but the mods say,"No, we won't." so we just have to grin and bear it.

And a good point.
Basically, a less blunt version of his post is that, Miscellaneous is offtopic but only to a certain degree. You can talk about websites, special events, etc. But when you log mustache growth, you've gone too far.

Actually it looks more as if Jon's being sarcastic.
Helltank, you must've not read the post, Andres said deletion and restructuring. That means remaking it, hopefully not so spam filled.
This is a bad idea, and it will never be as the moderators and administrators are in fact tired of Miscellaneous (so what if they won't delete it? Theyre just getting around to it. They sure aren't going to make another one.)
