You use a .gif file for your icon. Bluestribute made a nice guide on how to make them - here it is!

Bluestribute's guide mentions what to do in GIMP to get a .gif file... if his guide doesn't help, try looking at some GIMP tutorials.

you either need to use photoshop to animate it, or just find one online, I dont know much about it.

Thats SOOOOOOOOOOOOOOOOOOO easy go to gifninja.com, then sign up, once done that on the right hand bar you will come up with this thing use 1 2 3 4 or 5 images to make this file and then scroll down and press Upload. now it will come with a preview then adjust it and click finish now click download and save it. now go to scratch change picture upload that .gif photoand it works 
here is a simpler way
just use a scratch project
