They're obselete... It means they were in an older version of Scratch but were taken out.
Unless you want to turn a block red, in which case you'd have to peek into the source code a bit.

Oh? In that case, they're under the "variables" section of blocks. Is that what you meant? I'm afraid you'll have to be more clear.
